Littering in Lifts
I have recently moved to a HDB flat in Ang Mo Kio, and am in the process of planning a housewarming party.  However, my intent has been constantly swayed by the thought of the unsightly lift - urine, envelopes, flyers and so on. What a prelude to an open house, where the guests are ushered in through a trail of litter at the void deck, then into the lift.  Isn't there anything the authorities can do about such offences?

Burning of Incense Paper
The Lunar Seventh Month has always been a nightmare of flying litter, especially since I am living on the second floor.  Despite the bins that have been placed at various locations at the void deck, there are still residents who choose to burn the incense paper on the ground, sometimes causing a patch of black on the grass.  My question to the authorities is:  isn't such act associated with littering, and if littering amounts to corrective work order, how are the authorities dealing with such an issue?

Pests at Rubbish Chute
I live on the fourth floor of a HDB block, near the central rubbish chute located on every floor.  When I first viewed the flat, I was thrilled to realise that I would not have to go through the ordeal of rubbish chut built in the flat.  I have noticed, unfortunately, that there are residents on the same floor who place their refuse by the chute.  This inconsiderate act has resulted in cockroaches crawling into my flat.  Just the other day, I even noticed rats!  What are the penalties for such act?  Or rather, is there a penalty?  How can the authorities assist me in this situation?
